While you can slot the torpedo reload upgrade in the Yugumo, bringing the damn long 114 second reload to 90-ish seconds, which is a bit tolerable. I want to know what it is good at, because all I'm seeing is 2X4 10km torps, akizuki has that too and on akizuki the torps are an after thought, if you took the torps off my akizuki I wouldn't even care, and that's the only tool kagero has.
